Mr. Nguyen Van Tinh, Deputy Director of the General Department of Water Resources, admitted that in the past 10 years, thanks to large hydroelectric lakes such as Thac Ba, Tuyen Quang and Hoa Binh, 12 provinces in the Northern Plains and Midlands. The ministry was guaranteed water supply for agricultural production in the winter-spring crop with a total area of ​​630,000 ha. Recognizing the fact that the amount of water discharged from the hydroelectric reservoirs serving the production of Winter-Spring crop in the North tends to increase in the past few years, Mr. Tinh also said that the cause was due to the impact of the Elnino phenomenon, causing rain. less than.

In addition, the bottom of the Red River in recent years has also decreased by about 20%, the bottom of the Duong River has been lowered by 40%, making the amount of water needed to compensate more expensive.

However, the General Department of Water Resources said that, due to the coordination, good and proactive management of localities and especially the favorable water resources compared with prolonged heavy rains, the time of first-phase water discharge has been shortened. 1.5 days, stop the second water discharge and shorten 2 days of water discharge 3. This fact helps hydroelectric lakes save about 2 billion m3 of water to be discharged.

Entering 2016, the water storage of hydropower reservoirs still lacks the equivalent of 2.5 billion kWh of electricity. Meanwhile, the forecast of hydrological situation will be unfavorable, likely to be widespread in the first half of 2016 and longer due to the impact of Elnino, so the operation of hydropower reservoirs for production Electricity and meet the water demand for agriculture, people living downstream will be very difficult.

Mr. Ngo Son Hai, EVN Deputy General Director, said that although EVN has been actively storing water in lakes early, but because there was no flood in the 2015 flood season, by December 31, 2015, the water level was high. Large hydropower reservoirs are still lower than normal rising water levels, especially in the Central region and Central Highlands.
 

According to the statistics of the National Load Dispatch Center (A0), the total water volume of the hydroelectric lakes as of December 31, 2015 was insufficient compared to the normal water level of nearly 6.5 billion m3; in which the North has a shortage of nearly 2.3 billion m3, the Central region has a shortage of over 2 billion m3 and the South has a shortage of more than 2.1 billion m3.

Therefore, saving 2 billion cubic meters of water without discharge right in the first months of the dry season 2016 has helped the power industry have more backup sources.

“In November 2015, EVN submitted 4 power supply options for 2016, after which the Ministry of Industry and Trade approved an official plan. However, the actual electricity demand in the first month of 2016 is higher than the approved plan. Therefore, from January 2016, EVN had to mobilize some oil sources in the South to keep water in hydroelectric reservoirs and many plants are generating as required to supply water for downstream ”, Mr. Son Hai said. know.

Currently, there are 81 hydropower plants (over 30 MW) operating with a total installed capacity of 15,570 MW, accounting for 40.4% of the total installed capacity of the system. Of these, 26 hydropower reservoirs regularly operate according to local requirements to meet the downstream water.

According to EVN's report, in 2016, the total capacity of power sources nationwide is 38,800 MW, the total capacity of power sources expected to operate in 2016 is 3,500 MW. Of these, EVN will put into power generation 9 units with a total capacity of 2,534 MW, including units 2 and 3 of Lai Chau Hydroelectric Plant, Unit 2 of Huoi Quang Hydropower Plant; units 1 and 2 of the Trung So Hydro Power Plant, Song Bung 2 Hydroelectric Plant and Duyen Hai 3 Thermal Power Plant.

There are also 351 power grid projects from 110 kV to 500 kV with a total line length of 4,800 km, a total capacity of 21,890 MVA transformer stations made by EVN's units is planned to be completed in 2016 to ensure Stable power supply.
